In the opinion of Mr. Townsend, the selection of Stone Cutters' Island would have necessitated the retention of a large portion of the present gaol in Victoria for prisoners on remand, short sentence, and security prisoners, females and debtors, but conforming to the Secretary of State's views and assuming that a gaol on this side of the water will obviate the retention of any portion of the present gaol, and that the sale of the premises will realize $80,000.
The net cost of the new establishment at Lap Sap Wan or Bowrington will be reduced by this amount.
